every time you start the hack it says this: 

"Shika can ONLY be safely used on the America server. Do you realize this and wish to continue?"

and you click Yes or No

so that means its not safe in Asia or EU servers only America server. The anti cheats in the game will detect cheats very quicky if your using any 3ed party soft wares!

again if you have a main account or an account you dont want to get banned DO NOT USE THIS ON THOSE ACCOUNTS! hope that clears it for everyone that has questions if its safe or not on those servers.
